An Act to provide for the Establishment of New Constituencies for the Parliament, to amend the Parliamentary Voting System and Constituencies Act 2026, and for connected purposes

Be it Enacted by His Most Gracious and Excellent Majesty, by and with the Advice and Consent of Parliament assembled, as follows–

Preface

  1. This Act will be known as the Parliamentary Voting Systems and Constituencies (No. 2) Act, Bill 9233, 2026.
  2. This Act comes into force upon royal assent being granted. The new constituencies created will first be contested at the general election following the dissolution of the present Parliament.

Types of Constituencies

  1. Borough ridings are constituencies that are formed out of a primary urban electorate residing in a city, town or townland.
  2. County ridings are constituencies that are formed out of a primarily rural electorate.

Establishment of Constituencies

  1. Within the County of Mild Pond, the following constituencies are created:
    1. The borough riding of “Wabasso”;
    2. The county riding of “Westminster”; and
    3. The county riding of “Gloucester”.
  2. Within the County of Holderton, the following constituencies arecreated:
    1. The borough riding of the “City of Cascadia”; and
    2. The county riding of “Holderton County”;
  3. Within the County of New Antrim, the following constituencies are created
    1. The borough riding of “North New Antrim”; and
    2. The county riding of “South New Antrim”
  4. Within the County of the Whiskey Islands, the county riding of the Whiskey Island is created.
  5. Within both the counties of New Texas and Landspotter, the county riding of “New Texas and Landspotter” is created.
  6. Within both the counties of Vienna and Newport, the county riding of “Vienna and Newport” is created.

Special Electoral System

  1. The county ridings of the Whiskey Islands, New Texas and Landspotter and Vienna and Newport continues to be elected under the terms of the Parliamentary Voting System and Constituencies Act, 2026.
  2. Within the remaining 7 constituencies as created in Sections 5-7 of this present Act. The electorate of all constituencies comprises the entire county the constituency was created from.
  3. The quota of votes cast required for election as a Member of Parliament in the remaining 7 constituencies will not be a majority (50% plus 1) but rather:
    1. 25% in constituencies formed from the County of Mild Pond.
    2. 33% formed from the counties of Holderton and New Antrim.
  4. Should there only be a minimum amount of candidates in each county, 3 candidates for constituencies in the County of Mild Pond and 2 each for the counties of Holderton and New Antrim, then no ballot will be distributed, and the candidates are automatically elected.
  5. Upon the counting of ballots in the remaining 7 constituencies, should there not be enough candidates who reach the quota, then a further count will occur, eliminating the last-placed candidate, counting will continue until enough candidates pass the quota or until the number of candidates remaining and elected is equal to the number of constituencies within the county.
  6. Upon the election of a candidate in the remaining 7 constituencies as a Member of Parliament, every vote cast for them counted past them reaching the quota will be redistributed in the subsequent count. In further counts, the counters will count further votes for the candidate as if they were eliminated.
  7. No candidate in the remaining 7 constituencies is eliminated in a count which sees the election of a Member of Parliament.
  8. Members of Parliament in the remaining 7 constituencies are deemed to be elected to a given constituency in the county they are standing in based on their order of election coinciding with the ordering of the constituencies in Section 5-7 in this Act.
  9. In a case of a no contest scenario in either the counties of Mild Pond, Holderton or New Antrim, then the candidates are assumed to be elected in order of alphabetical order of their last name.

Revisions to Existing Statute

  1. Within the Parliamentary Voting System and Constituencies Act, 2026:
    1. Section 2 is amended to read: On the day of a designated general election, electors will be given access to a digital ballot which will be open from Midnight on the designated day of the general election for Twenty-Four (24) hours where all the candidates within the elector’s specific riding will be displayed. The elector will have the discretion of which candidates to rank, which not to rank (if any) and the order in which each candidate is ranked. As a part of universal early-voting, electors will be given access to the ballot for an additional Twenty-Four (24) hours previous to the official opening of the ballot on the designated day of the general election.;
    2. Section 9 is amended to read: Unless dissolved earlier in accordance with Section 16 of the Parliamentary Reform Act, 2024, a Parliament shall automatically be dissolved on the fourteenth working day following the first anniversary of its first meeting. The designated day of the general election occurs no earlier than Seven (7) working days following the dissolution of Parliament and no later than Twenty-One (21) working days following the dissolution of Parliament.
