An Act to Make Effect to Certain Policies Within the Foreign Policy of Baustralia as to be Promulgated by the Foreign Affairs Office after the Commencement of This Act, to Apply Restriction to All Treaties regarding Dormant and Inactive Micronations, and to Conduct taking place within the Micronation, to Apply Criteria to All Treaties regarding the Severing of Bilateral or otherwise Diplomatic relations, to define Sufficient dormancy periods to cause a Sever, to define Diplomatic Relations into three categories of the Same, and to define Four Classes of Diplomatic Rank, and for purposes connected therewith
This Act shall be known as the Foreign Policy (Application) Act, Bill L813 and C843, 2024.
All treaties of diplomatic nature, past or future, shall be required to follow the following requirements:-
The state must have existed for a period of not less than a year (12 months) and during this period, have not entered into dormancy or inactivity. The state must be able to provide evidence, if sought, to prove its existence.
The state must maintain territorial integrity and sovereignty, and must not claim the entirety or a part of any unclaimed and unvisited territory on Earth, or parts of outer space. The state must be able to provide evidence, if sought, to prove its territorial claims.
The state must respect the territorial claims of the Kingdom of Baustralia and her allies. The state must not make any territorial claim that overlaps the claims of Baustralia and her allies.
The state must adhere to universal conventions respecting human rights and dignity, rights of the minorities, underprivileged, deprived, and depressed classes of the society.
The state must adhere to and respect the conventions of non-aggression and peaceful resolution of conflicts. The state must not be at war or have been at war for not less than six months.
The state must have a standing population, local or overseas, of not less than ten human individuals at the time of seeking relations with Baustralia. The state must not maintain an imaginary citizenry count or include non-humans, pets, toys, etc. as citizens.
All treaties, past or future, shall be permitted to be severed on the following grounds:-
The state ceases to exist on grounds of dissolution, or annexation by another state. In the case of successor states, Baustralia shall not immediately recognize the new state. However, a special concession may be provided by His Majesty the King, acting on the recommendation of the Secretary of State.
The state is found to violate any of the six provisions or criteria responsible for entering into ties with such a state.
The state is found to be at war or aggression, or have overlapping claims with any of the allies of Baustralia.
The state is found to have made all sorts of falsified claims to prove its sovereignty, including the use of Artificial Intelligence to prove that the state is functional.
No formal or informal communication between the functionaries of both states for a period of not less than ten months despite repetitive efforts to establish communication.
Upon recommendation of the Secretary of State and consent of His Majesty the King.
Diplomatic Relations shall be those maintained with all those mutually recognized states with whom Baustralia shares the finest relations of all. This includes the appointment and acceptance of diplomats from both states to foster relations, and entering into joint ventures, and meetings aimed to further strengthen the diplomatic relations.
Bilateral Relations shall exist between Baustralia and a state upon the signing of a treaty to mutually recognize the sovereignty and territorial integrity of both states. This includes maintaining regular communication between the highest-level functionaries of both states to foster the relations between the states and to promote the relations to a higher level. The states may enter into cooperative projects.
Formal or Informal Relations shall be maintained with all those-liked like-minded states that closely ally with Baustralia’s foreign policy, or are introduced to Baustralia through its membership in organizations or other unions. This includes all such states with whom no formal agreement or treaty has been signed.
Ambassadors Extraordinary and Plenipotentiary are diplomats of the highest rank and status, who are appointed by His Majesty the King and accredited to the head of state of the receiving state. Such diplomats shall solely be appointed to those nations with which Baustralia maintains a diplomatic relations.
Ambassadors or Envoys are diplomats appointed by His Majesty the King to the government of the receiving state to cater interests of His Royal Government in the receiving state, or to perform the duties as an emissary of the government of Baustralia before the government of the receiving state.
Honorary Representative are diplomats appointed by His Majesty the King to a macrostate to represent him and His Royal Government and to serve the interests of the overseas Baustralians residing in the macrostate.
High Commissioner are ambassadors appointed by His Majesty the King accredited to any nation within the Baustralian Empire. Similarily, any nation within the Baustralian Empire, which may from time to time appoint an Ambassador to the Kingdom of Baustralia, shall be styled the same. This diplomat may in some circumstances, such as had taken place with Mandatory York, may take charge of governmental affairs within the Mandate or Protectorate, or other entities of the Baustralian Empire which may from time to time so require.
